The Communication Service Provision (CSP) contract, managed by the ESA Communication Department, addresses the case in which the Agency calls on a contractor to provide specific services and related deliverables, performed under the responsibility of a Service Provider. The service provision scheme tackles two Axes within the Agency that can need services provision for Communication activities:
- Axis C: ESA Corporate communication needs that are developed, managed and financed by the ESA Communication Department.
- Axis D: ESA Directorates communication specific needs, that are oriented towards Directorate communication purposes and are financed by the requesting Directorate.
Ad-hoc services are considered as a one-shot activity, involve a short term and one-off service provision and are intended to address specific deliverables related to the services provided through the Communication Service Provision. They do not foresee the deployment of dedicated service provision personnel.
Work Packages, on the other hand, foresee the deployment of a dedicated service provision personnel, either full- or part-time, and on site or off site, and are categorised into five pillars:
- Pillar EP: Editing and publishing services (EJR-Quartz). Axis C, D.
- Pillar VI: Video and image distribution services (WWG). Axis C, D.
- Pillar GA: Graphical and branding services (Publicis Sapient). Axis C, D.
- Pillar PA: Public Affairs (EJR-Quartz). Axis C only.
- Pillar LO: Logistics and Organisational Services (ATG Europe). Axis C, D.

To achieve its communications objectives, ESA has a single communications service for all of its channels across five main pillars: Editorial, Video/Image, Graphics, Public Affairs and Logistics and Organisational services. We are a consortium of four companies - EJR-Quartz, World Wide Group, Publicis Sapient and ATG - providing a complete 360° service encompassing all of these service pillars.
